This is common in various countries. The Russian government needed a specific processor to meet the demand of the government and military — a processor with a specific architecture that has security embedded structure. This is something that will not be found in normal civil processors and clearly not in Intel, AMD, Motorola, etc (as evident of the past issues with «Backdoors» the US military was complaining about). Conditions are already set for civil production of microprocessors, you may have forgotten, but there is Baikal electronics (Subsidiary of T-Platforms) currently working on the Baikal-T and Baikal-M line of microprocessors to meet the Russian market (mobile devices, integrated devices, etc). MCST has a great product on their hands, and with the funding for the Elbrus-1C and 8C, should give way for MCST to use the funds to expand development. Maybe modify the architecture so that it doesn’t necessarily need the security protocols and maybe more stepping for better performance (Out of Order execution, SIMD128, etc) for civil market. I have high hopes for it. The only drawback is that Microsoft OS is still quite popular and mostly used compared to Linux, thus it cannot gain the same exposure to the market like native x86 processors can. But after the gafts MS pulled with Windows 10, I imagine the Linux market is about to become even more popular, and these non-x86 processors are going to become far more popular.
